For most people, paying bills and maintaining a budget is a necessary inconvenience. For some—especially people with mental retardation and other disabilities—this inconvenience may be a huge barrier. ROI’s representative payee service can help overcome this barrier.
What are Representative Payee Services?
If someone receives monthly Social Security benefits, such as Supplemental Security Income (SSI) payments, a Representative Payee can assist in managing personal money affairs. The payee makes sure that the person has a responsible budget, handles bill payments, and manages funds to ensure that all financial obligations are met in a timely fashion.
How Does it Work?
The payee receives the check on the person’s behalf, then uses the money to pay for current needs, including:
- Housing
- Utilities
- Food
- Medical expenses
- Dental expenses
- Personal care items
- Clothing
- Rehabilitation expenses

The rest of the money is used to cover all other personal expenses, including recreation. Money that is left over is put into a savings account so that interest can be earned on the remaining funds.
The payee also handles Social Security forms and paperwork, so the person has the support of someone who understands this process.

How Can ROI Help?
ROI has staff who are specially trained to help with finances. The ROI Representative Payee will work closely with the individual to create a budget that ensures his or her needs are met and funds are distributed accurately.
Once someone has decided to use ROI payee services, our staff will send the request form to Social Security for their approval. When granted, their checks will automatically be sent to ROI.
How Do I Know My Money is Safe?
ROI keeps accurate records of individuals’ money and how it is spent. We will share all financial information on a routine basis.

Who is Eligible for Payee Services?
Anyone served by ROI in group homes is eligible for payee services through ROI at no additional cost. Additionally, other people with disabilities (whether served by ROI or not) who need help managing their money and have a funding source to pay for the service are also eligible. This additional eligibility is usually determined by the Social Security Administration or by the responsible community mental health agency.
